 the Upper Great Lakes. Water resources are vulnerable to climate change. I
 n risk analysis for management\, we ask stakeholders which conditions requ
 ire substantial investment. A systems model relates changes in climate to 
 performance metrics. Impacts are assessed through GCM simulations and  sto
 chastic analysis. Irreducible uncertainty of climate projections is addres
 sed through regulation\, management and consideration of residual risks. I
 mplementation in the  International Upper Great Lakes Study is described.\
